UBCNA calls for a Parliamentary Commission on BELGOCONTROL

Press Release – Friday, December 2, 2016

The UNION BELGE CONTRE LES NUISANCES DES AVIONS ( UBCNA ) association, which defends local residents of airports in Belgium, particularly in Brussels, its suburbs and Walloon Brabant, agrees with the analyses of the Minister for Mobility, members of parliament, the air transport administration, the aeronautical inspectorate and the federal mediation service: BELGOCONTROL is NOT complying with ministerial instructions in the choice of runways in use, say Bernard GUILLAUME and Peggy CORTOIS.

It’s clear what everyone has been thinking for a long time: BELGOCONTROL refuses all controls, believes itself to be above the law, doesn’t want any DGTA (air transport) audits, and interprets ministerial instructions in its own way: BELGOCONTROL does NOT recognize the TAF and METAR systems used at airports all over the world, and changes runways at Brussels Airport according to purely political criteria, anticipating 6 hours ahead on the basis of weather forecasts and estimates, instead of working in real time with 30-minute forecasts.

For UBCNA, BELGOCONTROL’s autonomy only applies to its mode of economic management, but BELGOCONTROL has neither autonomy nor power of appreciation nor the right to haggle over the instructions of the Minister of Mobility and/or his Air Transport Administration; BELGOCONTROL is bound by law to strictly apply without modification all instructions dictated to it and also to respect all court decisions.

The UBCNA is calling on the Federal Parliament to set up a parliamentary commission of inquiry into this state of affairs, and for all those involved in the Belgian aviation industry to be questioned by parliamentarians in order to demonstrate BELGOCONTROL’s flagrant failure to comply with legal and regulatory provisions.

We cannot tolerate BELGOCONTROL’s contempt for its Minister in charge, its administration, and the decisions of the courts, as it considers itself unaccountable, and arrogates to itself the claim to be a state within a state.

APPOINTMENT OF MINISTER FRANCOIS BELLOT

UBCNA Press Release Sunday, APRIL 17, 2016

The Union Belge Contre les Nuisances des Avions ( UBCNA-BUTV ), Belgium’s oldest and largest association for the defence of people living near airports, has learned of the appointment of François BELLOT, Walloon MP and Mayor of Rochefort, as Minister for Mobility with responsibility for Belgocontrol.

François BELLOT’s experience in transport is best known in the rail sector.

Like all the people of Brussels, we expect the new Minister for Mobility to adopt an impartial attitude to the issue of night flights and overflights over Brussels, and to understand the right to a better environment of all the neighbors of Brussels Airport.

François BELLOT’s airport priorities will undoubtedly be to :

– organizing flight patterns during work on runway 01/19 in summer 2016
– clarify the values of wind standards and components, and of the famous wind at altitude, which are currently unclear criteria for the choice of runways to be used at Brussels Airport
– to comply fully with all legal provisions, which are in no way contradictory but complementary, and thus to take radical measures to prevent obvious abuses in the wrongful and illegal use of the 01 airstrip.
– fully apply all European regulations, including the Balanced Approach Regulation
– create an independent authority to monitor procedures at Brussels-National level, responsible for ensuring compliance with all regulations
– ensure that all residents living near Brussels-National are also taken into account in air traffic organization decisions
– apply the voluntary and courageous town-planning measures taken by the Liège and Charleroi authorities to Brussels-National as well, with the isolation and expropriation of areas that are too close and therefore too exposed to noise levels
– strengthen the resources and powers of the Aeronautical Administration in matters of safety, security and environmental policing

The UBCNA is at the disposal of the new Minister BELLOT to present his structural plan for Brussels-National, and wishes him good luck in his new ministerial duties.

The only thing Brussels Airport cares about is economic performance

The presentation of the 2040 development plan for Brussels Airport is a non-event. This document contains no measures in favor of the environment, and no progress other than a free hand towards economic efficiency, said the Union Belge Contre les Nuisances des Avions (UBCNA) on Thursday, reacting to the presentation of the strategic vision of Brussels Airport Company (BAC).
“Mr Feist (editor’s note: the CEO of BAC) seems to want to reach out, but he never listens to the opinions of local residents and neighboring municipalities. The only thing Brussels Airport cares about is maximum economic return… At the operational level, Arnaud Feist seems to forget that his airport is the worst in Europe in environmental terms, that the Zaventem site is surrounded by highly urbanized areas, and that it is impossible to fly without disturbing the cities of Brussels, Mechelen and Leuven”, commented Peggy Cortois, the managing director of the main association of local residents on the eastern outskirts of the national airport, on Thursday.

For Ms. Cortois, the solutions proposed in terms of operating procedures are “purely fanciful” and do not respect aeronautical logic, weather forecasts or even court rulings when it comes to using the three runways 01 and 25 right and left at the same time “in defiance of elementary safety rules”; using runway 19 for take-off for all types of aircraft, disregarding negative safety studies; “conditionally” extending runway 25L by 900 meters; or using runway 07 right to land “over the Grand-Place of Brussels”.

In the UBCNA’s view, runway 25 left should be extended by at least 1,800 meters to avoid all urbanized areas during take-off; night flights have no place at Brussels-National; and day flights should no longer be increased.

PRESS RELEASE – INTENSIVE OVERFLIGHT OF EASTERN BRUSSELS – MAYORS AND RESIDENTS’ ASSOCIATIONS SAY “ENOUGH IS ENOUGH” AND CALL ON FRANÇOIS BELLOT TO REVIEW HIS PLANS AND CALL ON FRANÇOIS BELLOT TO REVIEW HIS PLANS

A ministerial instruction issued by the Minister or his administration (of unknown date and form) has modified since July 13 the runway selection system at Brussels airport.
According to the burgomasters of Wezembeek-Oppem and Kraainem, as well as the local associations Wake Up Kraainem, AWACSS and UBCNA, “this Preferential Runaway System (PRS) tracks cannot be modified for a long period of time without a regulatory instruction that complies with the French Air Code, and the from 1954 and 2014. Only the Minister or his representative, the Director general of air transport, can take such instructions”.

For Fréderic Petit, mayor of Wezembeek-Oppem, “since Monday 13th July 2020, in spite of numerous court rulings that prohibit the principle of reversal and the abusive use of the 01 runway on landing, and various environmental shutdowns, only runway 01/19 is used for all rollover traffic, so it’s either SOUTH to NORTH on 01 landings or in the opposite direction NORTH to SOUTH on take-off 19. This leads to 100% total concentration of all flights in a single zone, which is affected by either 100% of landings or 100% of landings. take-offs. Yet only one runway is closed: 07L/25R. The totally unacceptable suffering for the inhabitants who do not close their eyes! ” .

– 25L landings and 01 takeoffs (the lowest-noise scheme historically used at night)
– 19 landings and 07R take-offs (the least-noise scheme used during earlier work)
He continues: “However, here we have chosen to concentrate solely on the serious evaluation of alternative solutions, all the traffic on the track 01/19 regardless of the wind’s origin, even if it means using this scheme with overtaking dangerous for downwind safety. The a risky situation, to be avoided wherever possible”.

For conclusion, the mayors and local residents’ associations concerned request Minister Bellot and Skeyes to urgently review which unilaterally modified the selection system for pistes.

Protecting Schaerbeek and the whole of Brussels from air pollution

In the current context of air pollution, which has a considerable impact on the inhabitants of Brussels, especially in summer, and in particular on Evere, Schaerbeek and the 2 Woluwés, we have waited in vain for the Federal Minister for Mobility to implement structural solutions likely to resolve this problem.

On the contrary, Vliegwet’s rumors point to a worsening situation.

In any case, once the date of 13/6 has passed, it will be difficult for both the Region and the Brussels communes to call on the federal government to implement the measures included in the motion of the Conference of Mayors last October (no overflight of densely populated areas, limitation of night flights, creation of a neutral air-trajectory control authority, etc.).

EU regulation 598/2014, which will come into force on June 13, is likely to freeze once and for all the procedures and flight routes that are the source of the unbearable noise nuisance for residents of Schaerbeek and other municipalities.

However, article 5 of the decree of the Brussels-Capital Region Government relating to the fight against noise generated by air traffic of 27/5/1999 stipulates that

“At the end of an adaptation period set by the government, the limit values per passage and per period are automatically adapted in accordance with the following table (in dB):

Not only has this adaptation never been carried out, but the lowering of these thresholds would be very useful in implementing the motion of the conference of burgomasters.

The standards were set in 1999.Since then, the technological evolution of aviation has led to the construction of more efficient aircraft with fewer but more powerful engines, which generate a totally different type of noise, one that is more insidious, with lower noise peaks but a much longer period of emitted noise.

As a result, the provisional standards of 1999 no longer correspond to the reality of noise levels perceived when flying over the municipal territory, and the transitional period that has lasted for over 15 years should be brought to an end in order to set definitive, stricter standards.

Similarly, the commune of Schaerbeek would like the decree of 5/27/1999 to include a coercive provision that takes into account the frequency of noise pollution. Clearly, the repetitive nature of the noise (overflights every 2 minutes between 6 and 7 in the morning, for example) penalizes local residents even more than isolated noises.

For the record, Schaerbeek and the 2 Woluwés are in zone 1, while Evere and part of Woluwés are in zone 2.

In short, we urgently need to take action and implement a “0 tolerance” policy towards airlines with regard to noise pollution.

With this in mind, on 16/2/2016 the College wrote to Ms Frémault, Regional Minister for the Environment, asking her to adapt noise standards to the new situation.

It’s time to protect the safety, health and quality of life of the people of Schaerbeek and Brussels!

Brussels-National, air safety at risk

For purely political reasons, some are denying the progress and technological evolution in aviation at Brussels-National, namely the use of GPS systems to guide aircraft to runways.

The latest quarrel between Minister Galant and Chairman Ledoux of SPF Mobilité concerns flight operations in EASTERN winds, and the use of a GPS-guided landing procedure on runway 07 left when arriving via Dilbeek to the training site at Schaerbeek station.

For philosophical reasons, namely that Laurent Ledoux is opposed to any overflight of Brussels, he and the FPS Mobility are not only jeopardizing the airport’s economic future, they are also putting all local residents overflown by runway 01 in real danger.

Indeed, the lack of improved approach procedures on the 07L greatly reduces the safety of flight operations, which is no longer fully guaranteed at Brussels-National.

Because if the wind is from the EAST, and there is no GPS procedure on runway 07L, we prefer to use the NORTH-facing runway 01, against all basic safety rules, and have the aircraft operate on this runway with a strong LATERAL wind (CROSSWIND), i.e. an extremely dangerous procedure in the final phase of the approach to runway 01.

Local residents from Waterloo, via La Hulpe, Groenendaal, Watermael, Auderghem, Woluwe, Kraainem, Wezembeek and Sterrebeek are overflown by planes flying dangerously overhead in crosswinds, forcing the pilot to constantly try to straighten the plane along the NORTH axis of the runway, throttling back and running the engines at low altitude over densely populated areas built before the airport existed.

To guarantee optimum air safety, all runways at Brussels Airport must be equipped in the same way, and it must be wind and weather alone, NOT POLITICAL POWER, that decides on runway use.
